　　当地时间6月30日，美国总统特朗普签署备忘录，恢复并加强其首个任期对古巴的强硬政策，重新实施针对古巴的旅游禁令，加强美国已延续数十年的对古经济封锁，禁止与古巴军方控制的实体进行直接或间接金融交易，并且反对联合国等国际组织要求解除对古经济封锁的呼吁。古巴外长罗德里格斯指责美国此举是“侵犯整个国家人权的犯罪行为”，是阻碍古巴国家发展的最大障碍。

　　1959年古巴革命后，美国政府对古巴采取敌视政策。1962年，美国对古巴实施经济、金融封锁和贸易禁运。2021年1月，美国将古巴列入“支持恐怖主义国家”名单。今年1月，拜登结束总统任期前决定将古巴移出该名单。但特朗普上台首日就推翻这一决定，重新将古巴列为美国认定的“支持恐怖主义国家”。
